That's not what the bill actually says as there are no criminal penalties in the actual text of the bill. Lots of "urges", "whereas", and "condemns". This is a house resolution of support for Israel directed at the President. It is probably in response to rumors about US voting in the UN. With 172 co-sponsors from both parties and a pass without objection is a political statement, not a bill that criminalizes anything.
Where is the part that "criminalizes" anything? This is a resolution, it "condemns", "applauds", and then "urges" the Secty. of State to do certain things. I do not see that is a law, or makes anything illegal.

It "condemns" anyone who compares Israel to Nazis. It's not a new provision to the penal code.

I am not an expert in American lawmaking procedures, but this does not appear to criminalize anything.
