In the gerontocracy that is government bureaucracy and politics, pretty much. Presidents like Obama, Kennedy, and Teddy Roosevelt were "young", even "too young", just because they're in their 40's rather than their 50's or 60's. 46-year-old vice president Dan Quayle was a "kid", too. I don't think there's a single senator or governor under 35, and barely any congressmen. Likewise with the Cabinet and upper level advisors.
Don't expect anyone under 35 years old to have any impact in the government at all, ever.

Well, legally you have to be 35 to be president, and 30 to be a senator. Many states have age restrictions on governorships, too.

In case you didn't catch it, that Colbert Report video was taken in January, 2008. Even back then, he totally nails what is happening in Iran right now.

Gotta say, of all his impressive achievements, the most impressive might be remaining calm in response to the stupid Colbert comments. (I don't know anything about Colbert other than that video).
