Observe that many of the problems detailed may be ascribed to bureaucracy or logistics, and that the quoted solutions were essentially 'national security' flag-waving / spending more money, and supply chain adaptability. When you've done a project before and the only parameters changing are known, these sorts of strategies are viable. This is not the case when you are attempting to execute in a novel space where R&D is required.
