Basically our observations of phenomena only define those specific observations. Nothing is to say that the patterns we create as theories or laws will continue to work as described in all cases and observation methods. Physics is not prescriptive but descriptive, and there's always room for a new/another model, but it will never be 100% ground truth, only a belief about behaviors of phenomena.
