Usually there are two main options - an evil cable TV company and an equally evil telephone company. In distant third are evil cellular data providers, clueless WISPs, and struggling CLECs.

You see how that's a structural problem with having the government own and build the wires? It makes investment into the network a political decision. When you nationalize the broadband, you give these folks the power to vote on whether to use their tax dollars to invest in broadband. That might work in a country like Japan or South Korea where people see technological development as the path to prosperity. I suspect it won't work in a country like Australia or the US.
This is what advanced capitalism looks like - companies that are successful use their money and lobbying power to block competition. It's sad for everyone, except them. Capitalism tends to undermine competition and turn into monopolies.
But maybe now this will give a new reason to boost TOR-like anonymity tools. If millions of people participated in such networks, then they would be much faster.

That will (largely) negate the competitive advantage of capital, people will realize there are plenty of resources to go around, stop working so many hours, and eventually stop thinking about money during daily transactions like feeding each other, fixing things, fabricating personal items, etc.
This will, with respect to resource allocation, represent a successful transition from "Capitalism" to "Anarchism" * , although money will still be used for certain activities involving superpersonal (more than what a person needs) amounts of resources (yachts, blockbuster films, musid festivals, etc). And some locales will stay under a propertarian regime. Regulatory capture is too slow to tip the balance of power back to Capital, although it will cause some hiccups along the way.

The recent privacy rule changes for USA ISPs has me a bit worried. Enough so that I'm shopping around for a low cost, low power consumption, dual-NIC Linux box for making my own firewall.
For the VPN, there are a lot of providers, and switching among them is much easier than switching ISPs. I could also rent a small instance to run my own.

Look at /r/VPN and the Wilders privacy subforums. Examples that come to mind are HideMyAss pwning Cody Kretsinger (LulzSec recursion). An EarthVPN user was pwned based on logs kept by its hosting provider. And so on.

I'm sure that there's at least one that has tried that. But they wouldn't last very long. There are some that MitM HTTPS and substitute ads. And there's one that routes traffic from one user through other users' uplinks, and then sells those routes as a botnet-like service.
That's why you want to avoid free VPNs. Established VPNs have valuable reputations to protect. And about trust. When you use a VPN, you're trusting it as much as you'd otherwise trust your ISP. The point is, you use a VPN when you can't trust your ISP.

Is there a rational reason to distrust telcos more than Google? Verizon did supercookies once. Google evolved from a simple "show an ad for delivering a search result" to tracking you all over the Internet, embedding tracking in other websites, tracking you through the dominant browser and mobile platform, etc. One company in this story has the history of pushing the boundaries on pervasive invasion of privacy, and it's not Verizon.
Verizon Wireless literally has a tracking program (they call it "Precision Marketing Insights") that runs on their cell network for all devices unless you go to a hidden page and explicitly opt-out. And it tracks separate profiles per-phone-line.

Google do run services that aren't part of the ad targeting dragnet - partly because a lot of the data is useless if you're not a Google user and not terribly additionally useful if you are a Google customer

I worked for a company that was sued for something similar, and as far as I could tell, you're right. You can do nearly any tracking you like, you just have to be honest about it in your privacy policy.

If you can buy something from Amazon, you can lease a VPN service. If you can download and install some silly game, you can download and install a VPN client. Which just works. So yes, it's easy.

Next there is actual usage: my Phillips hue lights don't sync with my alarm if the VPN is turned on. Torrents don't work if the VPN isn't on the slowest protocol. A few more in that vein.

And you need to curate a fistful of routing rules to ensure your streaming traffic doesn't go down the VPN (no VPN provider wants your 20Mbit of Downton Abbey season 5 and you want that traffic to hit the CDN node down the street).
Or you could just disconnect the VPN while streaming. Or use different devices with and without VPN.

My claim was that changing the defaults was harder than installing VPNs. I mean, there are lots of things that you could change. Firefox has simplified the GUI, but there's a ton of enigmatic stuff in about:config. Using VPNs for basic browsing, messaging, email etc is indeed trivial. There's basically an on/off button.

They tried this with Google Fiber. Problem is that municipal governments are in Verizon's pocket. To build any infrastructure requires the permission of the local government, who are cozy with entrenched infrastructure providers. So we, as consumers, continue to get fucked, while existing infrastructure providers continue to enjoy a substandard monopoly.
Way more municipal governments gave Google better regulatory treatment than incumbents than did the opposite. Even the Louisville lawsuits are over municipal ordinances that gave Google what it wanted for fiber deployment. Moreover, two large cities (LA and Baltimore) have publicly bad mouthed their incumbents and tried to get Google to build there without success.
And of course, your theory would imply Google has less pull with municipal governments in Silicon Valley than an incumbent based on the opposite coast. It's an utterly ridiculous theory akin to complaining that WalMart can't get a fair shake in Benton, Arkansas.

Regulations can be easier for Google than any other company building now while still being more difficult than when the incumbent companies put their wires in. Google Fiber didn't expand to California because of CEQA; the practical effect of CEQA is that it lets any property owner along the dig sue to block the project entirely. Note that Google Fiber's beta test was at Stanford, which is in Silicon Valley but happens to be private property.
CEQA is quite a bit different than saying the "municipal governments are in Verizon's pocket." Also, CEQA was enacted in 1970. All modern broadband networks were built under the auspices of laws like that.
Yeah, perhaps I should retract the implication that the officials involved are corrupt. There doesn't have to be outright corruption for regulations to be an effective barrier to new entrants, and to prevent consumers from getting new services they want. All it requires is a cost of compliance that is greater than the delta in perceived consumer welfare, or even just a failure to pass the benefits to consumers of regulatory changes along to the regulators who are responsible for making them.

Even if the rules of renting pole space are "fair" maybe we should be encouraging competition in this space by changing them.
The existing pole attachment process is pretty comprehensive and effective, if a bit slow. It requires the pole owner to review the proposed attachment and do the "make ready" work of making space on the pole for the new wires. Indeed, Google did an incredible amount of marketing to suggest otherwise, but at the end of the day, I suspect Google discovered the costs of laying fiber to the home and providing gigabit service wasn't recoupable at $60 a month like they claimed it was.

Yeah, AFAIU the local authority is delegated by state governments. Voters could fix this if they got organized and cared about it enough, but it's pretty hard to get voters organized about anything these days, and of all the political issues out there, "gigabit fiber" tends to rank below "save democracy", "get cops to stop killing black people", "preserve women's healthcare", "stop global warming", "don't go to war", and the other things people are protesting these days.

There's national laws under consideration to force cities to lay fiber any time they dig up a road. That's imo the most promising, yet very slow, way forward. Coincidentally, Congresswoman Eshoo is one of the sponsors of the bill.

Since tracking would be done in cooperation with the website you are connecting to, they could transmit something OOB to associate your current IP with their advertising identifier, even if you use HTTPS.

And Verizon can tie each IP adress not only to its previous browsing history but also their name, address, credit reports, even contacts that they slurp up using their bloatware phone apps.

You can always use CryptDNS, which prevents this. CryptDNS plus OpenDNS and you're pretty good. Add a VPN and you're doing better than 99% of people online. Add uBlock Origin, Decentraleyes, Privacy Badger, and block http/s referrer, disable mediaconnect (prevents RPC from seeing your RFC 1918s--private address scheme) and you're largely unidentifiable in the true sense.
You can do this for $5 a month by renting a droplet virtual server on Digital Ocean and setting up Streisand. Don't log anything. You will control the VPS/VPN. Use it for your mobile phone and household router (if your router supports this). If not, individual machines, but having a router that does this is key.

You're right, but the article may be confusing two things: First, ISPs tried injecting a header ("supercookie") into HTTP requests, which won't work over HTTPS unless they MITM certificates (not easy). Second, because they provide the last-mile connection, they know your MAC address, connecting location, and billing information, and can see every host you contact. That's a whole lot of surveillance capital.

they provide a generic "walgreens" competitor to all the other incumbent products. verizon is gonna do the same thing.
This is why I think Google Fiber, or some other ISP offering by Google, is an important strategic component for Alphabet.

They have around 1/2 million subscribers which is a rather large ISP to call it dead. While it is not growing fast that's not Googles goal.
Google fiber is still a useful stick as Google can just say paying you X billion for Y years before running you out of business is option A, option B is not paying you anything you chose. It's a large part of why YouTube has avoided many of Netflix's issues with ISP's.

I wish they had stuck around a little longer solely to start "looking into" areas. That was sometimes enough to trigger the current monopoly to start behaving more friendly. Even though Google didn't move in, it's now a lot harder for Comcast to go back to selling 20Mbs @ $100/month after they've offered 60Mbs @ $50/month.

We all hate ads, no doubt about it. But I don't like the way media is going about accusing Comcast and Verizon for what the consumers brought upon themselves. Comcast/Verizon simply want exactly what Google does. AFAIK, Google does not "prompt" me saying that they mine my data and use it to show ads. In fact, I just tried creating a gmail account and there is no such explicit popup dialog that tell me this information. Same goes for facebook. There should be a popup saying "We use your data to show you ads". As simple as that. But no. There is no such thing.

Google doesn't have a natural monopoly in most of the country, and the ISPs do. Couple that with no ISP equivalent of ctrl+shift+n, and there you are (VPNs are just replacing one ISP with another).
Anonymous mode is really just a placebo. All it does it keep your browser history clean. Don't be fooled that Google does not know it's you. Google can easily track you using the IP address. This is really as simple as I saw this dude login with this IP. Now I see the same IP but don't see a session cookie. I can say pretty much for sure that it's that dude in anonymous mode. Note that bing already does this kind of IP based profile building. I am 100% sure Google does this already.
IPs change over time(sometimes extremely quickly), and multiple people, including thousands of individuals, can share a single IP address. Maybe companies use IP as some kind of signal(I have no idea), but it isn't a very precise signal.

Verizon doesn't have a monopoly almost anywhere. It competes with cable, and satellite throughout almost its whole service area. Now, if you want to argue "we'll, satellite isn't as good," you could say the same for Bing and DDG.
A monopoly and duopoly really aren't that different. If one profits by doing something unethical, the other will do it in a heartbeat. This is commonly seen in pricing in markets with view competitors and high costs of entry.
The problem is that Google and Facebook aren't ISPs. One doesn't have to use Goog/FB to use the Internet. There are other search engines and social networks. One can log out of their Goog/FB account. For most Americans, only one or two ISPs are available where they live.

Google also started as a search engine to help me find my way to my real destination. Instead it has snuck in and started tracking where I am going, what I am doing there, why I am there and what not. If Google is allowed to change business models radically (and very profitably), why not Verizon.

But the fact of the matter remains that, by and large, they have always convinced people with superior services, and been very careful not to through their weight around to force people to do business with them. They may actually be terribly evil, but their interests and those of consumers just happened to be aligned, most of the time. One example: they have never tried to block ad-blocking extensions from chrome, although it those are somewhat threatening to their business model. And despite conspiracy theories saying the opposite, it appears to me as if their search rankings are, to this day, not influenced by ad spending.
Providers, on the other hand, have a long history of anticompetitive behaviour and have proven that they are extracting the profits of being dominant whenever they can (proven by the much-better offers that suddenly materialised when Google Fibre came to some cities).
(b) Power: I'd argue that even for consumers, it's easier to largely avoid using google, than it is to avoid providers. It's almost a truism if you accept that there is tacit collusion in many areas where only two or three providers exist, i. e. they do not seem to be aggressively competing with each other.

We have all seen how cool ideas (sometimes) managed to grow into something extremely useful (or fun, or beautiful). At least I am horrified of a future where this becomes impossible, because the pipe companies want to extract every penny they can, and they do it by requiring everyone, everywhere to pay them. This isn't about the money. It's about retaining the slightly anarchic dynamism of an internet where a good idea, some technical expertise and $4 for a domain registration may be enough to change the world.

You are horrified of a future but I am already horrified with the present where I am at the mercy of Google for my startup. Their search is opaque and my product has to do various hacks to be discovered. Email from any of my servers end in spam thanks to gmail. Chrome has taken major share and these days pages are made pretty much only to work in chrome. (real story: page does not work on firefox and i am told to use chrome).

Stopping using Google is pretty feasible for most people. There are other free search engines, other free email providers, other smartphone operating systems (also distributions of their own with tracking removed), and Google's third party tracking is trivial to block in their own browser. You could argue that other options for these services are of worse quality, but pushing people to use your services because they are better quality even though there are other options is exactly what we want businesses to be doing.

Privacy is only one of many problems that arise from ISPs deciding to provide other services. They can easily mess with anyone whose business model uses the Internet. You are right that privacy is a larger problem and we need to get stronger privacy rights. But we also need to strictly enforced that ISPs are only allowed to sell transport of bits to consumers. No selling of content, no selling of priority access for content products or any other shenanigans.
But Google isn't the destination. Google's top services (search and YouTube) are just means for finding and getting to what we really want, which is the content (website, video, etc.).

This is a better argument, and one I mostly agree with, though I'm not a fan of the moral implications in the word "deserve". Rather, I think, from a public policy point of view, the benefits of secure communications outweigh the interest from ISPs in monetizing their traffic.

You could equally well look at it this way: Lots of people make content for the "express purpose of distribution" on the Internet. The Internet, which is provided to you by Verizon, is the destination.

Would you say the same thing about Netflix? It is just a means for finding and getting content, much of which is made by external entities.
Netflix makes a lot of its own content. But outside that capacity, it's just a middle man. My four year old uses Hulu, Netflix, iTunes, and the PBS app. They're fungible.
Ok, so google is the map maker, Verizon is the road, and whatever website/information the user really wants is the physical location. It is still understandable that there can be bigger margins in map making than there is in laying asphalt.

I can blame both. Ethical companies will not abuse a bad law, nor will they pay millions to lobby to break laws, or use the Citizen's United ruling to pour money into electing people who will pass laws they want. It's hard to even see how it is possible to vote against them now that they've got billions of dollars to make any decision they see fit law, simply by squeezing the arm of whichever tool they installed in the legislator. But maybe we should blame the Supreme Court - if only that too wasn't gamed by politicians baselessly denying the nomination of first Garland and now Gorsuch as retaliation.

There's plenty of blame to go around. Pick a political target, and sink your teeth into it, whether that's data privacy, immigration rights, single payer, whatever. But Google and Facebook are Free, so giving are data is a way of paying for that. Comcast and Verizon we already pay for, so they are double dipping. Also Google/Facebook can prioritize their content over competitors, where is as an ISP with the changing laws Comcast/Verizon could. If Verizon wants to offer its services for free, then yes I believe if we allow it with Google/Facebook we should allow with it Verizon. Now of course Google/Facebook shouldn't either, but to say that Comcast/Verizon should be able to because Google/Facebook does not appear to hold because of the difference in pricing.
The "there is no free lunch" argument has been used all the time, while I am okay with tracking to some moderate degree (I am okay if Google / FB shows me deals or relevant links), I don't think it's acceptable that free service automatically means service provider can take my data and my trust for granted.

You make a decent point, but it's like saying "we need these protections codified in our laws, get to work lawmakers!" while resigning ourselves to months or even years of abuse by these corporations. The problem is, an ISP can do far more abuse from their opportune position - rather than Facebook's. We cannot protect ourselves well enough from an ISP like we can by simply not using Facebook. A VPN is a great aid to privacy but severely limits the usefulness of the broadband speeds we paid for in the first place. And the vast majority of us cannot find new service from another ISP who cares about our concerns.
