I can imagine if the site own who is stuck in Mars with a Casio fx-9750GII will attempt to use it to host a web page to communicate back to earth or something.

My intepretation of his definition is for a developer (web or other-wise) to be able to build an entire software mostly by himself, from setting up the server/database/network, designing the data models, implementing the business logic (with frameworks, APIs) and then designing the HTML/CSS/JS UI.
The KS project is a PC version which i assume will take more to develop than the iPhone game right ? I do not know how much it takes to develop such a game but other games in KS is also asking for similar range (Wasteland 2 got twice the $900k they asked for).
