Take-home projects are not the best way to judge skills (atleast in their current form). In the future, there would be some centralized solution so we don't waste time again and again.

Basically, I'll just ask them to sign up and integrate a piece of software in their games which will track their game's performance. In the end, the games with the best usage stats would win. The data will be open for everyone to see so there are no concerns about the fraud.
Do I still have to follow lottery/gambling-related laws? :|

When I look at my surroundings, majority of the people are struggling to make ends meet. Food, healthcare, jobs - this is what bothers them. Expecting them to take actions with not-so-visible outcome and be concerned about something which will happen sometime in future with unforeseen circumstances is a bit un-realistic.
This holds true for a huuge part of world's population so I guess 'adapting' is the only way now.
