My team is trying to push an Android build to Google Play (we have an iOS app), but has been blocked because of Google's new employee verification requirement.
We've submitted all our documents and have continued to receive no response from support, its vague their previous responses as to why.
On our application, Google is stating we have had income from Google Services in a country in which we do not operate, so clearly, there is a mismatch of records.
Here is the response we received.
Has anyone else received this response?

We cannot resubmit, and you can only appeal once. No other information has been provided.
Open to suggestions, we need to publish this Android version of our product but cannot get past this Google verification, and unclear what is 'unable to be verified'.
