It strikes me that in such a densely populated environment there is so much under utilised space on the roof tops. Lots of opportunities for sheds and roof gardens.
Not a direct answer to you question but I spotted this book earlier which looks quite interesting and my be useful to you. I haven't read it so I cant really comment, but it gets good reviews and will probably get a copy.
