Exactly, and not only that, it also affects lots of IPs that are simply used by multiple users. The Cloudflare people don't seem to have realized that these days one IPv4 address often doesn't match a single user. Cloudflare is just awful. Often the CAPTCHA thing even breaks websites completely because only some resources are loaded from Cloudflare servers, so the user never sees the CAPTCHA in the first place.
Well, these days I pretty much always just leave those websites without even trying to solve the CAPTCHA unless I'm really desperate.
