Lots of people do, but it's a little tricky to do anything about them. Often even articles with horrible titles have good content. Maybe people who submit links with clickbait titles should be penalized if they fail to change the title to something reasonable.

I also don't think it's accurate to characterize it as "this one horrible reason that denied her for 77 years". Rather, 77 years ago, a horrible Nazi policy was the reason, but after she moved to the US and East Germany, a lot of other, less horrible factors kept her from completing it in the intervening years.
