Sigh. I hate the government.
We have an open API, which means we don't have a whitelist of apps that have access to it.
Our policy has been to be content neutral within the bounds of the law, and I'm pretty sure this is the first app to cause any issue with the latter half.
I'll need to take some action, but I think the non-profit side would be an easy way to avoid the P2P gambling component.

Me too brother. The UIGEA costs me more each year than most people make in 4.

This seems like an overly reactionary response to me. It's like saying, "Don't invent YouTube because it will almost certainly be used to upload illegal videos." You don't block something because it might be used maliciously. You simply work to prevent misuse.
The problem is there isn't much legal use for an online wagering facilitation service. This is more akin to saying "don't start an ebay for illegal drugs".

I really like that graphic which shows linked up accounts. That's so much clearer to the layman than mentioning anything about OAuth mashups.

I thought paypal won't process gambling claims in the USA - isn't that what Tip Joy uses?
Tipjoy stopped giving PayPal as a payment option because of some limits in place that make their checkout experience really awkward.
On the regulatory side, I'm not sure such a toy app matters all that much.

If I were you I'd block this immediately until you have this thoroughly reviewed. This is the sort of crime people have ended up in jail for. Better safe than sorry.
I can recommend a great attorney in that field too if you need, but honestly I wouldn't even waste the retainer over it if I were you. I'm about 99.99% sure he'll tell you to block it.
