It been matter of time. Talks of blowing-up the dam been going around for months. Russia waited till the Ukrainian counteroffensive would begin. It shows that Russians are so desperate to come to some sort of negotiation as to cause massive ecological disaster, cause irreparable damages (billions of dollars to build a new dam), possibly even disrupting water supply to Crimea and possibly damaging the nuclear plant that is downstream.
It's time to start dropping flayers all around Russia - "Putin is worse then nazi"...

Everyone has known that the instant Russia felt threatened that the dam would (probably) be destroyed. The consequences are horrible for Ukraine but not so much for Russia. They have known that the counter offensive would be coming. Why not lay down some propaganda now for something that someone else should take the blame for in the future?
