Depends on the orbit you want, I believe. Is your goal to launch in the direction of Earth's rotation or not? Something like that.
Besides, equatorial speed of Earth rotation is about 450 m/s, low orbit speed is 7900 m/s. Israel has to launch counter to the Earth rotation, so it definitely can be done.
