He is in favor of all speech except that which he is mandated by law to remove. Not a complicated concept to understand.

Emphasis mine, that word "or" is pretty important. In this context, it means that twitter will remove things they are not compelled to by law as long as they (twitter) feels that the statement is sufficiently "destructive" (whatever that means)
