My guess is it’s some kind of “combatting misinformation” task force at DIA with some assists from the Pentagon. This started around Dec 2017, what was going on then? I recall lots of chatter about Russian misinformation and the early stages of QAnon.
It’s conceivable to me that DIA looked at this situation, where small numbers of nefarious actors were able to manipulate the emotional viewpoints of millions of Americans, and went “oh shit.”
Maybe a task force was launched and somebody grabbed “UFOs” off the top shelf of conspiracies. From there they started planting the seeds of a long term disinfo drip campaign emulating QAnon. Since they’re DIA and not Ron Watkins, the Pentagon helps them amplify the campaign with some noncommittal “confirmations” of the “leaked” videos. Meanwhile DIA sends out its frontmen to proselytize to the cult and herd them deeper into the paddock.
This is the only scenario to me that is politically explainable and strategically understandable. One obvious motive for the DIA would be to control this crowd of people before an adversary does. Maybe they figure there will always be a baseline of people susceptible to conspiracy “movements,” so better to get ahead of it and keep any damage contained.
Or, I guess disclosure is coming. Trust the plan.

This is a decent theory. There have always been crazy conspiracies, books on the Bermuda Triangle or Ancient Aliens were bestsellers decades back.
Now that this stuff can be weaponized on internet-scales, makes sense to try to own the space before someone else does. I’d suggest they move away from known Naval testing ranges and to areas where there are environmental issues. That could be tied to “aliens worried about environment”.

I think that it makes sense to assume that aliens, if they ever arrive, will totally reshape pretty much everything on our planet, kind of like invasive species or human colonizers transformed/ravaged where they settle.
They won't be interacting very rarely here and there, at the edge of imagination and plausible evidence.
You can thereby conclude UFOs aren't aliens if we are able to ignore them.
But, conversely, if aliens did ever come to Earth, the logic runs in the opposite direction - they must have reshaped everything and become pervasive in such a way that we don't notice. I think it's a fairly common SF trope that humans turn out to be the aliens, for instance. Or something else familiar is actually of extraterrestrial origin.
Assuming that we haven't seen any extraterrestrials so far, I don't see how that gives any security it won't happen. On earth, lots of cultures have suddenly been introduced to others who have more effective technology with devastating results. Keywords/phrases that come to mind are "outside context problem(s)" and "black swans".

I wonder what sort of religious/philosophical response people would have, if it seemed reasonably clear that Earth was unique and the only locus of life in the universe, and also that in the reasonably near future some not particularly exotic object was going to collide with it and destroy all life forever. Does this mean God exists, doesn't exist, broke the promise to Noah, etc? Does anything anyone ever did matter? Is the end of everything human different for an individual than the individual's death? Is it meaningfully different if it happens in 20 years vs 200 years vs 2 billion years? I ask these questions because I can think of a lot of "gut reactions" that are inconsistent with each other.

It could be that the United States Navy is simply front running the narrative. Keeping the discussion focused on extraterrestrials means other plausible avenues are not explored.
