I guess that’s one way to say “our predictions did not even match current policies at all and the model was too complex and out of date for us to make it reflect today’s reality.

Or "We think current policies are so obviously insane that they must change very shortly". But politics can stay irrational longer than... well, certainly longer than the time to your next report.

It may be saying "We really expect Biden to win".
