Google is doing this with everything. In the end they will answer almost every query directly, except when you are looking for a site. Even then, they could try to identify what do you want from that site (if you use chrome or the site has google analytics) and show you the info you are lloking for.
Did they buy something? You can make PayPal reverse thr transaction. I was on the other side of this before, a scammer used a stolen account to pay me. PayPal reversed the transaction and I couldn't do anything. Really unfair considering that I wasn't the one phished.
I didn't read your source. But I'm sure that for those age gaps the number of accounts could be explained by underage kids lying about their age to be able to create an account.
I don't know how are you going to implement your service. But by looking at your website it seems that you could do a lot by hand to test if it works, sort of "fake it til you build it"
I built a lot of things that didn't work and with time I learnt to first get customers and then build the product.
I usually buy time saying that we are customizing the product for the client's use case, which it's usually half true. Just be honest about dates.
