I would encourage reading about Jim Allison (the nobel prize winner in medicine for immunotherapy) and his difficulty having his research acknowledged / getting funding as an immunologist working in cancer research.
Wired magazine did a piece on him detailing how funding for this type of research was largely stonewalled because it ignored status quo ideas on cancer treatment.
My understanding is that traditionally ovt research was nearly impossible to get funding for but has begun to become easier as the status quo research and researchers from the 2000s have been replaced.

There are a couple of weird things in my experience, like the old implementation of zip, but by and large it was mostly either restrictions of js itself or browser implementations of js.
Lodash has and still is a good standard / reference for these simple operations imo.
This is beyond the scope of my knowledge, but what I can say is that the original issue in the 90s arose from a fear of too many doctors coupled with too much spending on said doctors which resulted in multiple regulatory changes to prevent this outcome.
The reason for the scarcity of talent/ doctors is due to a regulation change in 1983/1996 that wasn't adjusted until last year that was restricting the number of residency spots for doctors in the US.
*Also note this has been slightly fixed with an increase of residency spots, but still puts the US in position to have fewer doctors per person than almost all other developed countries.
