Superformance has a license from Carroll Shelby (from when he was alive) to build replicas of the original Shelby Cobra. They are the only replica maker I'm aware of with a real license to call their car a "Shelby Cobra". All superformance cars are sold without an engine or gearbox, so someone decided to put a tesla motor in rather than the more traditional Ford 351.
Getting vehicles registered in most US states is shockingly easy, and even if you live in a tougher state it's easy to register in another (for example, a huge number of supercars in LA are registered in Montana to avoid taxes and emissions tests). Cobras are deathtraps, but that's a big part of why people still want one 60 years later.
